NIC Visitor Access and Accountability of NIC Temporary-Issue Badges and Card Keys.

 

A. Control of Temporary-Issue Badges and Key Cards (Escort not required) - Generic NIC badges and key cards have been authorized for issue to approved cleared visitors for short term access and NIC personnel who forget their badge and/or key card. These badges and key cards are maintained, controlled and issued by the NIC Security Watch Officer (SWO) or his/her designee as follows:

1.Visitor Short Term Access. Prior to admitting unescorted visitors, a security clearance or NAC must be verified by Code 205.1 at 6-5268 for contractor personnel and 6-7233 for NASA personnel. Access approval authority for this category is the NIC Site Security Officer (SSO) and NIC Manager.

2. NIC personnel who have forgotten their badge and/or key card, may obtain a temporary badge, card or both at the Security Office window in the Building 13 NIC Lobby.

3.Personnel who are issued temporary badges or key cards will have their name and badge number recorded on the Accountability Log (NIC Form 004). All temporary badges and/or key cards are to be returned to the Security Office at the conclusion of the visit. A DROP BOX located on the wall outside of the Security Office may be used to return badges and/or key cards when the SWO or designee is not available.

B.Processing Escort Required Visitors into the NIC - Provisions are made for Escorting uncleared visitors into the NIC by anyone with NIC access.

1. NIC personnel who need to escort visitors in the NIC will sign the visitor in on the NIC Visitor Register (NIC Form 003) before being issued a badge. All appropriate information will be entered on the Register.

a. Uncleared visitors who have a GSFC Green Badge or GSFC Visitor Badge can be signed into the NIC and may be escorted by anyone who has NIC access.

b. A special 30 day Green Badge is available for NIC escorted visitors who will be entering the NIC daily to perform assigned duties. The escort will have the visitor sign the Visitor Register for " TEMPORARY 30 DAY ACCESS" - A separate badge number will be assigned. See the SWO for details.

c. Escorts will comply with all escort requirements listed on the NIC Visitor Register.

2. Visitors who have a SECRET or NAC clearance on file will be issued the appropriate visitor badge depending on their GSFC ID Badge or other access list which can be verified.

a. For a one-day visit, a NIC Escorted Red or Black badge will be issued.

b. For visits more than one day, arrangements can be made for issuing a NIC badge and key card daily, see A. 1. & 3. above.

C. Special NIC Access for Cleared Personnel who have submitted NIC Access Form NIC 2212, and do not have a "N" or "3" on their GSFC ID badge.

1. A provision has been made for personnel who have a Clearance (Secret or NAC) on file at GSFC Security and require immediate entry into the NIC. The SWO or designee may issue the appropriate badge after confirming the clearance or NAC and NIC 2212.

a.The visitor will inform the SWO or designee that he/she has a clearance or NAC and a request for NIC access has been submitted and is pending. The SWO or designee will confirm the visitor's clearance or NAC, and request for NIC access (NIC 2212). If the NIC 2212 is not on file in the NIC Security Office, the SWO or designee must contact GSFC Security for confirmation.

b. If above information is confirmed, a badge will be issued as follows:

(1)SECRET Clearance-Red NIC badge with appropriate key card.

(2)NAC- Black/White badge with appropriate key card.

c. These badges and key cards are required to be returned at the conclusion of the visit. The drop box by the Security Office window may be used when the SWO or designee is not available.

D. Foreign National Visitors, Escort Required.

1. Processing Foreign Nationals onto Goddard and into the NIC require special handling. Hosts of Foreign Nationals must coordinate visits in accordance with GSFC Management Instruction, "Visits Of Foreign Nationals to GSFC", GMI 1680.1C dated October 3, 1986.

a. Hosts of Foreign Nationals who intend to visit the NIC are responsible to insure that the visitation process is complete and must:

(1) Fully coordinate visits by GSFC form 24-17 through Code 450, Code 100 InternationalCoordinator, and 205.1 in accordance with GMI 1680.1C. For NCC Access this form MUST be signed by the Space Networks Project Manager (Mr. Keiji K. Tasaki) and Code 205 (Ms. Jody S. Fillmann).

(2) The SWO or designee will issue a Blue NIC Visitor Badge with the visitor's name and and expiration date to the visitor and ensure that the host has signed the NIC Visitor Register (NIC Form 003). The SWO or designee should remind the escort of the responsibilities listed on the Visitor Register.

(3) The host must escort or provide an escort with NIC access to accompany the Foreign National visitor(s) to only those areas entered on the NIC Visitor Register, excluding areas C-27 (GCC), C-32(CF), 294 and 294B (SP&M).

(4) The host, or designated escort, will notify the SWO or designee upon arrival at the NIC so that the Foreign National visitor(s) may be properly registered before entering the NIC.

b. The SWO or designee will maintain a special file for planned Foreign National visits to the NIC. On occasions of visits by Foreign Nationals to the NIC, the SWO or designee will:

(1) Ensure that the GSFC form 24-17 has been approved by Code 450, and coordinated by Code 100 International Coordinator and the GSO Code 205.1.

(2) Check personal identification by GSFC ID badge or other photo ID.

(3) Retrieve ID badge. Issue a Blue visitor badge to visitor and ensure that the visitor and escort complete the register.

(4) Upon completion of visit, the SWO or designee will return the badge to the SWO or designee and annotate the time of departure on the register.
