A. Processing New Access Applications: Applications for unescorted NIC access are submitted electronically via the Unescorted NIC Access Request form which may be accessed on the NIC web page at http://ncc.gsfc.nasa.gov. Unescorted access to the NIC requires a National Agency Check (NAC). Certain areas within the NIC require at least a SECRET clearance as noted on the access form and process description. Access requests may be submitted once the NAC or clearance process has been initiated, but access will not be granted until the NAC or clearance has been received by GSFC Security.
1. The NIC Manager (301-805-3374) and Site Security Officer (301-286-3264) are the approval authorities for all access requests.
2. If approved the applicant will be notified and instructed to report to the Goddard ID section for their new GSFC ID badge (with the "N" designator) and the Card Key Control section for their new card key, if required.
3. FDF personnel who have been granted NIC access and with a GSFC Photo Badge with a "3" designator, will not be required to get an "N" designator.
B. Changes To Existing NIC Permanent Access: Changing or deleting an existing NIC access may be processed as follows:
1. NIC access changes may be submitted and processed as with the procedures that apply to new applications.
2. Real-time or near real-time NIC access changes or deletions may originate by telephone from the NIC SSO or NIC Manager to the GSFC Card Key Control Officer. All access changes or deletions made via phone will be followed by email notification.
3. The Goddard Card Key Control Office will make the appropriate update to the applicant's existing card key. The applicant will not be required to receive a new card key or Goddard ID.

A - General Building: All Open Areas.
B - Mechanical & Electrical: (All, and Includes access to Bldg. 13 & 13B basement doors)
C - NI Operations: Rooms C27, S60, C108, C115, 141, C213B (Requires SECRET clearance)
D - Maintenance & Engineering: Rooms C113, C130, 141, 262
E - Crypto Facility:(Requires COMSEC Custodian Approval)
F - FDF Operations: Rooms S60, C115, 141, 262
G - Mission Management Area:Room C215
H - Room 294: (Requires NIC SSO Approval)
I - Room 294B: (Requires NIC SSO Approval)
J - Logistics: Room 162, Loading Dock
k - Load analysis: B3-S60 (requires Code 451 Approval)
L - FDF Computer Room: Room 145
M - JWST Area: Rooms 180-196
